Standards of Ethical Conduct
Bright Learning Cyber High School
(Adapted from the Code of Ethics of the Education Profession in Florida and Principles of Professional Conduct for the Education Profession in Florida)
1. Purpose and Core Values
At Bright Learning Cyber High School, we uphold the worth and dignity of every individual, the pursuit of truth, devotion to excellence, and the acquisition of knowledge. We are committed to fostering democratic citizenship and guaranteeing equal opportunity for all. Essential to achieving these standards is the freedom to learn and to teach in an environment that is respectful, inclusive, and professional.
2. Commitment to Students
Our primary concern is the student and the development of their full potential. Faculty, staff, and administrators are expected to continuously pursue professional growth and exercise the highest level of integrity and judgment. In support of our students, all instructional personnel shall:
a. Make every reasonable effort to protect students from conditions harmful to learning and/or their mental, physical, or emotional well-being.
b. Ensure that students are encouraged to think independently and are not unreasonably restrained from their academic pursuits.
c. Provide students with access to diverse viewpoints and knowledge.
d. Present subject matter truthfully, without intentional suppression, distortion, or bias.
e. Maintain a supportive and respectful learning environment, avoiding unnecessary embarrassment or disparagement of students.
f. Respect and uphold the legal rights of all students.
g. Ensure that no student is subject to harassment or discrimination based on race, color, religion, sex, age, national or ethnic origin, political beliefs, marital status, disability, sexual orientation, or socioeconomic background. All reasonable efforts must be made to protect students from such conduct.
h. Not exploit student relationships for personal or professional gain.
i. Maintain the confidentiality of personally identifiable student information unless required by law or necessary for professional purposes.
Additionally, in maintaining an effective learning environment, Bright Learning Cyber High School requires that students adhere to the following conduct guidelines:
- Students must not turn on electronic devices until instructed on their proper use.
- Students must not disrupt the classroom environment, respectful and focused behavior is expected at all times.
- Students may not use cell phones during class time unless explicitly permitted by the instructor for educational purposes.
- Students must not plagiarize the work of others and must submit original work in accordance with academic integrity policies.
- Students are expected to arrive at school prepared and on time, demonstrating responsibility and commitment to their education.
3. Commitment to Professional Integrity Bright Learning Cyber High School values professionalism, respect, and ethical behavior among all employees. Faculty and staff members are expected to maintain the highest standards of conduct and shall:
a. Conduct all professional interactions with honesty and integrity.
b. Not discriminate against colleagues based on race, color, religion, sex, age, national or ethnic origin, political beliefs, marital status, disability, or socioeconomic background when providing professional benefits, advantages, or opportunities.
c. Respect the political and civil rights of colleagues and shall not interfere with their lawful exercise of such rights.
d. Not engage in any form of harassment or discrimination that disrupts the professional work environment or the educational process. Reasonable efforts must be made to ensure that all individuals are protected from such conduct.
e. Not make false, misleading, or malicious statements about colleagues or the institution.
4. Enforcement and Reporting
Any violations of this policy should be reported to Joanne Friedland for review. Reports will be handled with confidentiality, and appropriate disciplinary action will be taken where necessary. Retaliation against those who report ethical violations in good faith is strictly prohibited.

Training Requirement
All instructional personnel, educational support employees, and administrators are required, as a condition of employment, to complete training on these Standards of Ethical Conduct to ensure compliance with ethical and professional expectations.
Reporting Misconduct by Instructional Personnel and Administrators
All employees, educational support staff, and administrators have an obligation to report misconduct by instructional personnel and school administrators that affects the health, safety, or welfare of a student. Examples of misconduct include but are not limited to:
- Use of obscene, inappropriate, or discriminatory language
- Drug or alcohol use on school premises or during school activities
- Disparaging comments, prejudice, or bigotry
- Sexual innuendo, inappropriate relationships, or harassment
- Cheating or violations of standardized testing protocols
- Physical aggression or inappropriate disciplinary actions
- Accepting or offering inappropriate favors

Legally sufficient allegations of misconduct by Florida-certified educators will be reported to the Office of Professional Practices Services, Policies and procedures for reporting misconduct that affects student health, safety, or welfare are posted on our website and in the classroom front office.

Reporting Child Abuse, Abandonment, or Neglect
All employees and agents have an affirmative duty to report any actual or suspected case of child abuse, abandonment, or neglect.

Signs of Physical Abuse
A child may have:
Unexplained bruises, welts, cuts, burns, or broken bones
- A withdrawn or depressed demeanor
- Fear of going home, running away, or avoiding physical contact
- Aggressive behavior or inappropriate clothing to hide injuries
Signs of Sexual Abuse
A child may exhibit:
- Torn, stained, or bloody underwear
- Trouble walking or sitting, pain, or itching in the genital area
- Sudden knowledge of sexual topics or seductive behavior
- Fear of a specific person, withdrawal, or sudden weight changes
Signs of Neglect
A child may have
- Unattended medical needs, poor hygiene, or signs of malnourishment
- Frequent exhaustion or hunger
- Lack of supervision, stealing food, or extreme dependency on adult attention
Recognizing Patterns of Abuse
Serious abuse often involves a
combination of physical and behavioral indicators. While a single sign may not confirm abuse, a pattern of signs should be taken seriously and reported.
Liability Protections
Any person, official, or institution participating in good faith in reporting child abuse, abandonment, or neglect to the Department of Children and Families (DCF) or law enforcement shall be immune from any civil or criminal liability that might otherwise result from such action (F.S. 39.203).
Additionally, an employer who discloses information about a current or former employee in response to an inquiry from a prospective employer is immune from civil liability unless it is proven with clear and convincing evidence that the information disclosed was knowingly false or violated civil rights protected under F.S. Chapter 760( F.S. 768.095).

Signs of Physical Abuse The child may have unexplained bruises, welts, cuts, or other injuries, broken bones; or burns. A child experiencing physical abuse may seem withdrawn or depressed, seem afraid to go home or may run away, shy away from physical contact, be aggressive, or wear inappropriate clothes.
